I contend that good tools will just exacerbate (rather than mitigate) the basic problem of bad moderators; a good moderator with bad tools would still know the difference between circumstantial evidence and abuse, whereas a bad moderator with good tools will just have more circumstantial evidence at their disposal with which to launch a witch hunt. No matter what toolbox you give a moderator, if they don't know the basic difference between suspicious behaviour and actual abuse, and are unwilling to actually investigate and build a proper case against someone before levelling accusations, such problems will abound.

The fact is, if such tools alone could actually pinpoint cheaters, one wouldn't even need moderators; the whole process would just be automated.

And don't even get me started on servers in which the only criteria for moderator abilities is the willingness to donate money.
