Kotaku has an article making note of the recent decision/announcement by WB to offer full refunds for Arkham Knight PC throughout the rest of 2015 on Steam regardless of how much it's been played (or as they quip "attempted to play")

The article also encourages people to get the refund, regardless of if they can play the game or not. If they can't because of the still crippling issues, they should. If they can play it, they should finish up playing it between now and the end of the year then get the refund as well.

The problem is that WB says in their blog for those who are stupid enough to hold on to the game "For those of you that hold onto the game, we are going to continue to address the issues that we can fix and talk to you about the issues that we cannot fix."

.. The issues that we cannot fix. Sounds to me like they aren't confident that they CAN fix the massive mess the game has turned out to be for most people. Way to go for cutting corners and hiring a dev group that's proved itself incapable. (And since that dev already had at least one failure on their track record, you get what you deserve.)

No idea if there's anyone that actually reads this blog that's picked the game up on PC, but if so I'd recommend a refund as well. Look at it this way - get your money back now and hold on to it. If WB does manage to fix the game correctly then you've got the money on hand to buy a FUNCTIONAL game. If they don't fix it sufficiently, then at least they won't have your money and you can go buy the latest hot game on the market with it.

At this point, it seems like they'd be better served to just completely toss out the current port as it exists right now and have Rocksteady do a completely new PC port from scratch. You know, like what they should have done to begin with, instead of outsourcing it to a bunch of incompetents. (I guess Rocksteady was too busy making a bunch of crap DLC to be bothered with that shit.)

Either that, or just scrap the PC version entirely and be done with it already.

I wouldn't be surprised in the least that they were off busy with the DLC, lord knows there's plenty of it from what we've seen so far (and definitely more is to come or the 'season pass' will just end up way more expensive than buying all the DLC)

I saw the steam limitation thing as well in comments and can't say I was surprised to see it. On the plus side hopefully enough people are caught up in that that they'll learn that they shouldn't be preordering games these days, and if enough of the game is being chopped off into the pre-order bonus (Like what happened with one sequel game earlier this year (Metro Last Light or something?) or last that cut off the main game mode that everyone liked the original game for to hold as a pre-order bonus and DLC for those who refused to pony up cash in advance. I'm pretty sure Angry Joe has an Epic Fail rant about it.) then simply don't buy the game. At least not at launch.

Oh, and it looks like if you bought it from anywhere other than directly on Steam, then you're just shit outta luck (http://steamcommunity.com/app/208650/discussions/0/490124466470887338/) for refunds, unless you can convince GameStop or Best Buy or whatever scuzzy key reseller you might have bought it from to give you a refund.

There are other threads about this on the WB Games forums (http://community.wbgames.com/t5/Batman-Arkham/ct-p/Batman) as well, but that site is such a clusterfuck of nigh inaccessibility and unusability (not the least of which is due to that giant "Unlock the Community Exclusive Skin Batman of Zur-En-Arrh" bullshit that continually pops up on practically every single page you try to load) that I'm not going to be linking to any of them. And whenever I tried to just do a forum search for the term "refund," it kept sending me to some "An Unexpected Error has occurred" page.

So, yeah, it seems like the WB Games forums are also about as broken as their Batman game is.
