I'm sure it's so they can say to all the people that are anti-download/digital "look, we have a physical disc! please give us your money!"
I'm not sure how people retain a job at a company by making stupid decisions like this when the company can ill afford pissing even one potential customer off. (They ain't doing so well. Probably because of their forage into casual mobile phone game market without knowing a damned thing about the market.)
