The powers of this new federal police include the ability to seize your computer and equipment if they have reason to believe you've downloaded even a single file "from dubious sources". Also, keep in mind that the US is also trying to get a bunch of countries together with a treaty to make ALL P2P illegal - even those used to distribute legal content. So all p2p will then be "dubious" sources, even if you're getting content directly from the artist/band/company.
It will amount to the same bullshit decades ago with the War on Drugs, where cops would outright plant drugs on you, then bust you just because they liked that car you were driving. Not that they really needed to do that, as they just had to accuse you or your property, and if they accused your property, it became your duty to prove it wasn't involved (With or without your knowledge). The reason it'll amount to the same bullshit as then is because it specifically points to the same bill for purposes of seizing property.
Glad those oil mongering republicans are on their way out. Unfortunately the media mongering Democrats are the ones taking over, and the above bill being passed was proposed by a democrat and is being pushed quickly through a democratic congress. I expect more of this shit to happen more and more often under a democratic party - you guys just won't be destroying as many countries in the process.
As one slashdotter mentioned, to put it another way, this bill is all about giving big media companies their own secret police. Instead of clubbing your kneecaps for doing things they don't like, however, they'll be taking your computer and equipment.
I can see a new virus popping up similar to the new randsomware virus going around (which encrypts your files then blackmails you for the unencryption key to get the files back - jesus people just back up your system more regularly. :P) and that new virus will end up being something that emails you a blackmail saying "Hand over your credit card or bank account number or a copy of britney spears CD will be downloaded to a random hidden directory on your harddrive and the police notified."

Due to the wording on the canadian DMCA proposal (Which has been apparently rewritten to be less catered to corporate abuse) you can be fined for breaking any "digital" locks to prevent "illegal piracy" of the content.
So basically, while it supposedly declares that it ensures canadian's the right to make backups for their personal use, rip their CDs and movies to their computer for their personal use, etc etc, if there is any encryption at ALL on the disc to prevent it - then "hacking" that in any way shape or form is illegal and subject to fines of up to 20,000 dollars. NO MATTER WHAT THE REASON.
So all the companies have to do after that is make sure there's some sort of weak copyright protection scheme on the media to "prevent copying", and all of a sudden all the rights this bill was suppose to guarantee you are GONE. As is 20,000 dollars.
It has the real power of turning Canada into a police state even faster than the UK, which is currently edging out the US on that race to the bottom. -_-
